11/25/2020 - Huntington Town Board Acts in the Pro-Business Holiday Spirit

The Huntington Town Board held its November 19, 2020 meeting remotely and broadcast meeting audio and video live, extending on-premises outdoor dining permits and waiving metered parking fees in Huntington Village, where the Town is co-hosting the Huntington Holiday Spectacular, a season-long Huntington Village holiday event, and more.

 

Supervisor Chad A. Lupinacci stated, “Waiving metered parking fees in Huntington Village is a holiday tradition we wouldn't let COVID force us to break this year. It helps level the playing field for mom and pop shops competing with malls and big box stores for holiday shopping, plus this year we get an additional boost from the Huntington Holiday Spectacular, which is happening on Wall Street in place of our usual holiday parade and festivities, will help bring more people into the entire village across the whole season, and not all at once like our parade traditionally does.” 

 

In the pro-business holiday spirit, the Town Board: 

 

  • Waived metered parking fees in the Huntington Village shopping area beginning November 26 and ending January 1 and authorized the installation of holiday lights and decorations in various business areas by the Huntington Township Chamber of Commerce and Huntington Village Business Improvement District; the Huntington Station Business Improvement District; and the East Northport Chamber of Commerce, including a Menorah and Nativity Scene on Town property at the Northport LIRR Station. 
  • Authorized the Town of Huntington to co-sponsor the Huntington Village Business Improvement District’s Huntington Holiday Spectacular season-long holiday event in downtown Huntington Village, in place of the cancelled Huntington Holiday Parade. 
  • Approved the use of the municipal parking lot adjacent to 24 W. Carver Street, Huntington for The Rust & Gold's Rolling Gold Holiday Village Event for the weekend of December 4-6. 
  • Accepted a donation of one-year subscriptions from The Long Islander News to the Town of Huntington for winners of the Town’s 2020-Syle Outdoor Holiday Decorating Contest categories: Residential, Commercial, Christmas, Hanukkah, Kwanzaa and Kid-Decorated. Entries must be submitted online by December 6. 

 

The Town Board also extended temporary special use permits issued by the Zoning Board of Appeals for outdoor dining on-premises at commercial establishments to expire on March 31, 2021, three months later than the original expiration date. 

 

The Town Board scheduled public hearings for the Tuesday, December 15, 2020 Town Board meeting at 7:00 PM to consider: 

 

  • Authorizing various actions be taken upon certain properties designated as Blighted in accordance with Chapter 156, Article VII, §156-60 (Blighted Property). 
  • Proposed applications for Federal Capital Assistance for the Huntington Area Rapid Transit (HART) System along with a 30-day public comment period with written comments postmarked within 30 days of publication of the public notice and mailed to: Town of Huntington Department of Transportation and Traffic Safety, 100 Main Street, Huntington NY 11743. 
  • Amending the Uniform Traffic Code of the Town of Huntington, Chapter 3, Article II, §3-3, Schedule J.  Re: Laurel Hill Road  - Northport -  Parking Restrictions; to change existing parking restrictions, creating No Stopping restrictions on both sides of Laurel Hill Road from Elwood Road to Maplewood Drive to avoid the road being used as a pick-up/drop-off location putting children and other vehicles in danger. 
  • Amending the Uniform Traffic Code of the Town of Huntington, Chapter 2, Article II, §2-3, Schedule C.  Re: Laurel Hill Road – Northport – Prohibited Turns; prohibiting left turns on Laurel Hill Road at the newly constructed west entrance to Northport High School, to keep consistent traffic flow along Laurel Hill Road and to avoid confusion or conflicts from vehicles approaching from opposite directions. 
  • Amending  the Uniform Traffic Code of the Town of Huntington, Chapter 3, Article II, §3-3, Schedule J.  Re: Grist Mill Lane – Halesite – Parking Restrictions; removing existing parking restrictions on Grist Mill Lane at the request of residents due to the establishment that created the hazard which prompted the addition of the restrictions no longer being in operation. 
  • Amending the Uniform Traffic Code of the Town of Huntington, Chapter 3, Article II, §3-3, Schedule J.  Re: Waterside Road – Northport – Parking Restrictions; adding No Stopping restrictions on the east side of Waterside Road in front of the Northport Fire Department at the request of the fire department. 
  • Amending the Code of the Town of Huntington, Chapter A202 (Subdivision and Site Plan Regulations); establishing a $1,250 application fee covering anticipated administrative costs for Planning Board-issued special use permits for battery energy storage systems or fuel cell power systems. 
  • Amending the Code of the Town of Huntington, Chapter 74 (Affordable Housing), Article I (General Provisions), Article IV (Rezoning of Property), §74-22 (Qualifications of Prospective Purchasers; Management of Applications), §74-24 (Affordable Rental Units) and Article V (Long Island Workforce Housing Act), §74-39 (Management of Applications); further restricting employee participation in Huntington CDA-run affordable housing lotteries and requiring lotteries to be held on existing developments where possible and all new developments. 
  • Amending the Code of the Town of Huntington, Chapter 198 (Zoning) Article XIX (Zoning Map Amendments);  for consistency in the code as it relates to applicant notification of surrounding property owners and providing for flexibility in filing Covenants and Restrictions in cases where the Covenants and Restrictions for a rezone cannot be filed within the prescribed period for reasons outside of the applicant’s control. 
  • Accepting a donation from the Estate of Thomas Hill of land located on the south side of Makamah Beach Road in Northport to be used as an addition to The J. Ambro Memorial Wetland Preserve (SCTM #0400-013-01-031.000). 
  • Awarding a license agreement for the community or educational use of The Flanagan Center gymnasium and locker rooms with Empire Youth Athletics; with the Town receiving $5,000 in physical improvements to the site and 20% gross revenues for a term of two years with an option to renew for an additional two years. 

 

Acting in their role as the Board of the Community Development Agency, the Town Board scheduled a virtual public hearing for Wednesday, December 2, 2020 at 2:00 PM for the purpose of amending the fiscal year 2019-2020 Annual Action Plan to include the allocation of additional funding from the Department of Housing and Urban Development (HUD) under the Coronavirus Aid, Relief and Economic Securities (CARES) Act. 

 

In other action, the Town Board: 

 

  • Approved a contract for design services with D&B Engineers and Architects, for a new steel bulkhead design and the reconstruction of Halesite Marina Park, which will complete the 3rd phase of the Halesite bulkhead reconstruction. 
  • Approved the purchase of up to six trucks for snow plowing and general highway maintenance, increasing the safety, efficiency and quality of work performed. 
  • Approved the purchase of a generator to ensure critical Town Hall operations continue in the event of a power failure, a COVID-compliant continuous disinfection technology upgrade to the HVAC system at Town Hall, and an elevator lift to ensure the records center maintains ADA-accessibility, replacing an old elevator lift that a has outlived its useful life. 
  • Accepted a donation of a 1963 Story and Clark Upright Piano for the Department of Human Services, Senior Division from Kathleen and Regina Kivlen. 
  • Accepted a donation of a “Rescue Stokes Basket” from The Greater Huntington Council of Yacht and Boating Clubs to be used by the Department of Maritime Services on its M-1 response vessel to aid in the rescue of boaters in and around Huntington waterways. 
  • Issued a Certificate of Approval for the Dr. and Mrs. Samuel Teich House at the recommendation of the Huntington Historic Preservation Commission and ADOPT Law Introductory Number 42-2020, considering application #2020-ZM-450, BG1090 Historic Overlay, to apply the Historic Building Overlay District to property located on the east side (#1090) of New York Avenue (NYS Rte. 110), 120.31’ south of Northridge Street, Huntington Station, SCTM #0400.00-147.00-02.00-003.001.
